Clever use of E-Ink technology partnered with RFID scanners. The super-low power requirements of E-Ink allow the RFID scanner to energize the display to display messages on the tag. The same sort of thing happens with your Speed-Pass Car Transponder, the scanner energizes the circuit to transmit.
